Creation of additional carbon sink

 The base year for India’s commitment under the Nationally Determined Contributions, to create an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent through additional forest and tree cover by 2030, is 2005. Accordingly, as reported by Forest Survey of India (FSI), Dehradun, India has so far achieved an additional carbon sink of 1.97 billion tonnes of CO2 equivalent.

The Ministry of Environment, Forest and Climate Change provides technical and financial assistance to States and UTs under various schemes and programs namely Green India Mission, Nagar Van Yojana and Compensatory Afforestation Fund (CAMPA), thereby contributing to creation of additional carbon sink.

The Green India Mission, which was initiated during 2015-16, aims at protecting, restoring and enhancing India’s forest cover by restoring degraded forest lands and undertaking afforestation activities in the forest and non-forest areas. The State and UT wise detail of funds released under Green India Mission are enclosed at Annexure I.

The Ministry is implementing the Nagar Van Yojana which envisages creation of 600 Nagar Vans and 400 Nagar Vatika in the country during the period 2020-21 to 2026-27. The Nagar Van Yojana aims at significantly enhancing the forests and green cover in the urban and peri-urban areas and augmenting biological diversity. The State and UT wise detail of funds released under Nagar Van Yojana are enclosed at Annexure II.

The Compensatory Afforestation Fund (CAMPA) are being utilized by States and UTs for taking up various afforestation and forest protection activities as per provisions of Compensatory Afforestation Fund Act, 2016 (CAF Act) and CAF Rules, 2018. The details of the Annual Plan of Operations approved for the State and UTs under CAMPA are enclosed at Annexure III.

Afforestation activities are also taken up under various programmes and schemes of line Ministries such as Mahatma Gandhi National Rural Employment Guarantee Scheme, National Bamboo Mission, Sub-Mission on Agroforestry etc. and under schemes of State Government and UT Administrations.
